This absolutely is a scam. There is no magic 'fix any computer' device. This is just a flash drive with some (most likely) malicious executable. iBook G4 uses the legacy PowerPC processor which means that this legacy Macintosh model would not even launch this malicious executable. Return this device and use the proper means of restoring your iBook G4 to factory settings. If your iBook's hard disk is failed then there is no magic software that will fix a broken hard disk. There's nothing short of a divine intervention that would fix a broken hard disk. You will need to have this iBook's hard disk replaced and use a genuine Apple restore disc to reinstall macOS. Depending on the model of iBook G4, it can support up to macOS 10.5 Leopard. This was released nearly 15 years ago which makes it incompatible with nearly everything today.

Start up from macOS Recovery

Determine whether you're using a Mac with Apple silicon, then follow the appropriate steps:

Apple silicon

Turn on your Mac and continue to press and hold the power button until you see the startup options window. Click the gear icon labelled Options, then click Continue.

Intel processor

Make sure your Mac is connected to the Internet. Then turn on your Mac and immediately press and hold Command (⌘)-R until you see an Apple logo or other image.

If you're asked to select a user you know the password for, select the user, click Next and enter their administrator password.
